On your working canvas in photoshop, on your left, there's a elongated toolbox with many icons like options for you to select?
Hover your mouse over them & the name of the tool will appear. Look for Eyedropper Tool (just above the Zoom tool).
Click & hold the Eyedropper Tool, you find find the Measure tool there.
Ichigo, I'd suggest you watch some video on the tools & basics of Photoshop 1st.
Then you'll know where the tools are & what their functions might be.
You need to know some short-cuts too when you're editing.
Ctrl Z - undo the most recent action
History box (in the toolbox on your right) - helps you to undo possibly up to 100 actions prior your mistake.
Layers in Photoshop are very important, you need to know how to use them.
Hope this is helpful ^_^

Another cool links:
http://mangahelpers.com/forums/showthread.php?t=2995 ->typesetting tips
http://wikilation.n-u-l-l.net/ ->complete guide to scanlation
Well, if you take too many tutorials, you might confused. Learn it then practice it. If you have any questions, ask me or someone here. Either, post at the forum or by PM.
I totally agree with this. Layers are your best friend.
Another tips from me, if you want to typeset, make a different group layer. Why? It's easier that way, Trust me.. XD. How?

Look at the red circled icons, that's how to make a group layer. The blue circled is "make a new layer" icons. All these icons placed in the very right corner bottom of the workspace (unless you modified it).

You can also save as png format in Photoshop.
File > Save for Web > (Select the desired settings: PNG-8, 16-Colour) > <click save>
From your comments & all that... I think you're doing pretty well Ichigo ^_*
